Biography

Hernane N. De Almeida, P.E. is the Deputy Commissioner of the Westchester County Department of Public Works and Transportation. The Department employs 248 full-time personnel and administers an average annual Capital Budget of $300 million dollars and an average Operating Budget of $100 million dollars. It is comprised of five Public Works Divisions: Administration, Engineering, Building Operations, Road Maintenance and Fleet/Motor Pool. There is also a Transportation Division, which incorporates the Bee-Line Public Transit Bus System and the Westchester County Airport. 

Serving in its leadership role, Hernane contributes his knowledge and experience to the direct management of Westchester County’s maintained roads including the Bronx River Parkway, and the operation of County buildings, Public Works and Transportation properties and County fleet. Divisions such as Building Operations manage day-to-day affairs of over 1.4 million square feet of County owned/leased space while Road Maintenance is responsible for 160 miles of roadway and 86 bridges.  The County Fleet operates and repairs over 3,000 County owned motorized vehicles and equipment.

Hernane served a key role during the beginning of the COVID Pandemic. To ensure a safe working environment for County employees and members of the public, He collaborated with other County Departments, such as the Department of Health, to create vaccination sites throughout Westchester County including the setup of the Westchester Community College and smaller satellite sites throughout Westchester County as well as overseeing their operation.  

Prior to Hernane’s employment with Westchester County, he worked for the Village of Mamaroneck for 5 years as the Superintendent of Public Works & Village Engineer. He was also part of a team at the Bureau of Engineering in the Department of Public Works for the Town of Greenburgh. In the private sector, Hernane led the designs of various civil engineering projects touching on several disciplines including structural, geotechnical, roadway and environmental design. 

Hernane is a proponent of education and he has instructed engineering-related courses at Westchester Community College in addition to coordinating continuing education courses for Professional Engineers.
